  Oversee TSA’s national Hazardous Waste Management and Environmental Support Programs, delivering enterprise-wide solutions that directly support mission readiness and compliance across all federalized airports and TSA facilities. Oversight of multimillion-dollar environmental contracts exceeding $75M, ensuring cost control, contractor accountability, and measurable ROI for TSA. Supported COR by providing subject matter expertise throughout the acquisition lifecycle of EMS contract, including developing technical requirements, evaluating proposals, monitoring contractor performance, and reviewing technical deliverables to ensure compliance with contract specifications. Delivers environmental and general safety consultation to senior leadership, colleagues, staff and subordinates. Collaborates with personnel from other Federal agencies and external stakeholders to support TSA’s Environmental and Energy Programs.   Manages the installation environmental division in accordance with applicable state, host nation, and U.S. laws and regulations, Department of Defense directives, U.S. Executive Orders, and Headquarters, Department of the Army policies and regulations. Coordinates and maintains cooperative relationships with state and local regulatory authorities on environmental issues and initiatives. Completes and manages the environmental budget, ranks projects in accordance with risks, and allocates funds to meet minimum requirements to achieve compliance. Obligated over $9 million in projects and service contracts in 2024. Oversaw a comprehensive environmental quality program covering 25 program areas broken into the Conservation Branch, Compliance Branch, and the Restoration Branch while leading a team of 15-20 professionals. Developed and implemented installation plans, policies, and budgets to align with Department of Defense directives and HQDA goals and spending plans. Supervise a team of environmental professionals, providing guidance, mentorship, and performance evaluations. Ensure compliance with federal, state, and local environmental laws and regulations, for the National Environmental Policy Act (NEPA), Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Defense Environmental Restoration Program (DERP), Spill Response Program, Petroleum Program (POL), and Safe Drinking Water Act (SDWA). Conduct regular assessments and audits to evaluate compliance effectiveness and address any deficiencies.
